Philadelphia: Obama Campaign Literature in Polling Room

This video shows a man who went to vote in Philadelphia in the 42nd Ward, 12th Division and found Obama campaign literature on the polling roster table, and people were taking them into voting booths with them as they voted.

More than that, the fliers said "How to vote November 4th" and inside had pictures of the ballot with arrows to "Obama." On the right side of the flier, it said you could just save time and vote straight-ticket Democrat.

Isn't that illegal? Here in South Dakota, I believe it's either a 50 or 100 feet boundary where no electioneering materials are allowed.
