A new study by the Rand Corporation finds the legalization of recreational marijuana use in California could sharply reduce prices for the drug…and the tax revenues touted by proponents of drug legalization. The study also found that consumption rates could go up 50-100%…or more. Do we really need more stoned people stoned more of the time?
